If legislation is passed, ICBC’s new Enhanced Care coverage will launch in spring 2021 – with a target date of May 2021. To get us there, ICBC and government are working hard to ensure the right consultation takes place to inform the new system. It’s important we take the time to get this right so that Enhanced Care coverage works for all British Columbians.

Next steps for you
From now until April 2021
Customers will continue to renew their ICBC insurance as they do now, under the current system. Recent changes to how insurance premiums are determined will continue to apply. For example, you will still need to list those who drive your car, and your driving experience and crash history will continue to play a bigger factor in determining your risk.
From May 1, 2021
On May 1, 2021, all British Columbians will automatically move to Enhanced Care coverage.
Customers will receive a pro-rated refund, if applicable, on the portion of their existing insurance policy beyond May 1, 2021. For example, if on May 1, 2021 you have three months left on your current insurance policy, you will receive a refund on the difference between the old rate and the new, lower rate of Enhanced Care coverage, for those three months.
Full savings on your next annual policy
When you renew your Enhanced Care coverage policy after May 1, 2021, you will see the full benefit of the savings – an average of $400 or approximately 20 per cent compared to the previous year.
Next steps for ICBC
Consulting with healthcare and disability advocacy groups
Government and ICBC is consulting with healthcare partners and the disability advocacy community to ensure that the care benefits being proposed under Enhanced Care coverage reflect the needs of their patients. By the end of this extensive consultation process, we expect to have involved more than 40 stakeholders in the development of the regulations that will govern Enhanced Care.
Developing more online options
We’ll also explore ways to improve the online services available to our customers, such as providing insurance renewals online in the future. We’ll work closely with our broker partners, who play an important role in providing advice and guidance to customers.
Making these changes the law
Legislation was introduced in March 2020 and, if passed, supporting regulations are anticipated to be in place for the fall, with Enhanced Care coverage to be implemented as of May 1, 2021.
